No he didn't. His proposal was never allowed to come to a vote. And also: his proposal involved pulling out the National Guard and redeploying Special Forces to Kuwait and Kurdistan as fast reaction forces... with many of the regular Army redeployed to the Iraqi borders - away from the city hot spots - to guard against terrorist infiltration by foreigners [Iran, al Qaeda, etc.] The House Republican proposal that was put to a show vote contained NONE of that.
