Nonsense. Within 72 hours of Charley coming ashore, FEMA was cutting checks. Two days later, they had already disbursed over $2 million in relief funds. They had C-130s loaded with supplies landing. In the same time frame, the first aid was starting to arrive after Katrina. Even later after Rita. They had C-130s loaded with supplies landing.

That having been said I do think Brown did a poor job, even by FEMA standards.

I felt early on that FEMA had done a pretty good job under the circumstances. But I admit that after hearing some of the more recent reports, Brown obviously was incompetent for the job he was trying to do.

I'm not sure how much better it could have been; but if nothing else, Brown was guilty of not comprehending the seriousness of the problem.
