House Clears CFTC Expansion

WASHINGTON -- The House, over the objections of the Federal Reserve and the Treasury, approved legislation that would expand the Commodity Futures Trading Commission's policing authority over natural-gas derivatives markets.

The natural-gas provision is part of a broad bill, passed on a voice vote yesterday that would reauthorize the CFTC for five years. The commission primarily regulates options and futures trading exchanges.

The Senate hasn't yet voted on its reauthorization legislation, which doesn't include language to clamp down on fraud in natural-gas markets. The issue likely will be hotly debated when a House-Senate committee meets to merge the two bills.

The bill directs the CFTC to look into whether manipulation has occurred when natural-gas futures prices show a "significant and highly unusual change." It also requires the CFTC to establish rules requiring traders to maintain records of their contracts, agreements and transactions for five years.
