Sorry, but you are misunderstanding FEMA's responsibilities. I participated in a FEMA disaster recovery effort. If they aren't first responders, then this country doesn't have a first responders. Why is it that everyone EXCEPT YOU "misunderstands" FEMA's responsibilities?
