If the government follows you around, then you are not free. Most of us desire to live lives where the government does not follow us around- and our freedom to live our lives is certainly threatened if the government does follow us. Most of us would not choose to live our lives while followed around by the government.

2. The right and power to act, believe, or express oneself in a manner of one's own choosing.

If it is not in the manner of your choosing to act and express yourself while being followed around, then QED your liberty is impinged. My life is an open book too, but I still wouldn't feel free if I was followed around- and in fact, I would know I was not free, or at liberty.
