I understand your position and you may be right. You certainly would be right in peacetime but his is wartime despite what thames says. Bush did none of this for personal gain. He disagrees with your interpetation and thought this method legal and more effective than going thru that court whose name i cant remember. If i was a judge deciding whether this was ok or not, the burden of proof for me would be on the govt to prove that this way of doing it was significantly more effective than the other.
