I don't understand it at all. If you don't have the freedom not to be spied on, and followed, just what kind of freedom to you have? I mean being followed and spied on is only innocuous for as long as the government deems you are innocent- you have to have a lot of faith in the government to assume they aren't going to make some mistakes as they follow you around, and snoop through your life.
