I know enough about China and the USSR to know I don't want to live in a place where the whole population is under surveillance. If not having innocent people watched and followed means that there will be more deaths than living in a police state, then that is the cost of freedom (or "privacy" if you believe privacy isn't a rather key component of freedom). Freedom has a price- it's trite, but there it is, and people who don't want to pay the price, won't be free very long.
