Iraq was not a center of terrorism before Bush's war.
Very obvious reason why, Saddam has generally always been a secular enemy of the Islamic fanatics. He fought a huge war against the fanatics in Iran and has killed hundreds of thousands of them.

In fact, I would go so far as to say Saddam never attacked us, unless you want to include his lame pot-shots at us while we were bombing the hell out of him.
