Sorry, I wasn't clear. That is their assessment, not mine.

I'm glad to hear it.

Nor do I agree that the president has such broad powers, even in war time.

I understand. I meant if the country were physically under attack, I could see the president's war powers expanded to some extent if needed. However, I do not see it being appropriate in the case of a war like the ones in Iraq or Bosnia.
