Which is a fascinating question, which, unfortunately, won't be answered anytime soon. Given the things that have leaked out, it isn't likely to be consistent with the image we have of our country as a democracy.

How is the NSA international wiretap order "secret" if Bush advised members of congress and the Judicial branch every time he authorized it? Can't be "secret" either if everyone knew about it for FOUR years....

Seems to be another liberal media disconnect....
