Frankly, I think Powell is peddling pure bunkum. He's trying to burnish his image by doing the Republican thing: blame others. It's the same noxious argument that Rice used about 911. There may have been truths in the 'bowels' of the bureaucracy but it never rose to her 'circles' --- arrogrant and incompetent crappola. Ken Lay has been doing the same thing --- no one told me anything so I'm the innocent CEO! Republicans = 3 year olds. The Bush administration's only area of competence is theft. That's it. They do everything else very, very badly.
