Bush surrounds himself with crooks, but has no bad intentions.

Bush is not a smart man. That is evident from his speeches ("You fool me once..." etc. etc.) Nor being that smart, he is unable to see the crooks around him. His simplistic way of thinking makes him think that they are loyal to him and deserve to be around him.
