FWIW, I sent an email to Heinz asking him about Peru. Here's his reply:



regarding Peru, i've no idea about the specific current situation, but i note that all of Latin America is turning left-ward. often though the fears about the economic policy ramifications turn out to be overblown (see e.g. Brazil's Lula). GFI has just committed itself to major investments in both Venezuela and Peru. apparently they're not too worried about the political risk factor. that said, one must be on one's toes if one has investments in the region, and keep abreast of events.
