Sure, as the President also nominates Justices, whom the Senate confirms. But the Judicial branch and the Fed are then independent of the Executive branch. You might recall that many blamed AG for Bush I's electoral defeat to Clinton. When one says Bush's Fed policy I find that confusing, as it does not match reality.

Obviously the AG rate decisions helped. If you wish to give AG all the credit - be my guest.

I don't go all or nothing either way. Many people, such as you did, attribute it to Bush, while failing to consider what the relative magnitude might be. I'm interested in understanding the relative magnitude, but good data is hard to come by. My guess, as stated in a prior post, is that Fed policy is more important than tax cuts. But I cannot provide a detailed justification, since I lack the data.
