Maybe we need private agencies that emulate the Witness Protection Program to deal with scenarios like that. I doubt the government will ever routinely make that type of effort, even for the small minority of people that are stalked, or otherwise have significant reasons to be afraid that someone will track them down and harm them. Sometimes when I'm stuck in a situation where I need to amuse myself with only my mind for a while I think about what I would do if I had to lie low for a while. One factor is how long of warning period you have. If I knew I would have to hide out for an extended period of time, I'd want to sell my house and otherwise arrange things so that I don't lose all my assets but rather have them available as part of my effort to hide.
