Oops, I guess I missed "private".

I suppose such an organization or corporation might extend the ability to "disappear" from the very wealthy, down to the merely wealthy, but it would still be an expensive process. Also a private organization would have less ability to legally create a new identity. The government can issue new legal ids. If the private sector tries that it gets called things like "forgery" and "fraud".
