If we use past examples such as the Oklahoma City bombing, or the clinic bombings, they have always been right wing religious extremists. Therefore if Bush insists on wiretapping Americans, wouldn't it make sense to start by tapping their phones, as they would be the most likely to kill innocents with their bombs, no? If he doesn't, then it would show that he is not really serious about protecting innocent Americans.
