Nope. To win a medal, you have to be someone like George Tenet (who screwed up the intelligence that led to the war), Tommy Franks (who screwed up by agreeing with Rummy to send too few troops) or Paul Bremer (who screwed up the Iraqi occupation).

For this year, the front-runner is "Heck of a job" Brownie (who screwed up FEMA).
