That strikes me as a rather odd way of putting it.

If the actions are within his powers than impeachment shouldn't be an issue. If the president is impeached, and the impeachment is actually justified rather than just a political attack, then it would seem that the president would have had to cross some line and go beyond his legal powers. If there is a line to cross then there is a limit on his legal powers, impeachment would only be the mechanism to deal with the president going beyond the limit, not the limit itself.
