when the legal limit is murky the practical limit might be applied as if it was the legal limit.

When the President is dealing with national security, legal/illegal really doesn't apply. He can do what he wants, subject to being kicked out of office. It's like international law. There really is no such thing. It's a construct we use, but no country has to obey it. Your only real recourse against that country is force.

People will use legal/illegal in an attempt to win an argument about it.
