Well, ACTUALLY, the constitution allows the president to do what Bush did and far more, in upholding his sacred oath to defend the American people from both foreign and DOMESTIC enemies.

And Congress cannot over-ride the constitution with drivel laws.

Of course, to your pal Clinton, the idea of a sacred oath was a party joke...
