I have addressed it but I will try to again and hopefully it will become clear.

You may recall one of my previous positions. When challenged on the issue of torture, I responded by saying that I would let the entire human population of Earth parish rather than torture one human being in hopes of gaining information that might save many or all of us from death. (For what if you gain the whole world but lose your very soul). To save my life, only to have a life that I no longer believe is worth living, is unacceptable.

So my recommendation is to assess the risk to the common good. "The life that is beneficent to self and others." When that common good is at risk, spend to the extent needed to remove that risk up to and including the sacrifice of everything if need be.

Risks of technical or human failure that results in car accidents is making a completely different kind of risk assessment. I find it unfortunate that we deal with them as though they are similar.
