His rich buddies are dependent on India and China to provide workers for their companies. So taking any action against India or China will screw up the stock markets here. Moreover, unlike a defenseless Iraq that got rolled over by Dumbya and his gang, both India and China have nukes, so the bloodthirsty Dumbya-Cheney comno and their warmongering gangsters can't even think of an invasion (and in any case, they have got their nuts stuck in the tar pits of Iraq anyway!).
