Peter, The programs initiated by FDR that were supposed to end the great depression were not working. They relieved some groups, but the nation was still mired in depression. He knew that the only way to really get the economy going, was the manufacturing coming alive, big time, and that could only happen in the case of emergency. I would not be surprised if he had the "infamy" speech already composed before the attack took place. The broadcasts of some person, or persons, under the name of Tokyo Rose, were intended to make us fearful with a defeatist attitude, and unhappy with the government. That is, indeed, what the liberals are doing now.
