Bush cannot control the elections in Iraq unless he sends Rove and Diebold over there. As a result, we may even end up with an Iraq allied with Iran. So much for "victory". The real problem here is that Bush had to invent the "democracy" excuse for invading after the WMD excuse and Al Qaida connection excuses all proved to be untrue. Now we are stuck with an Iraq which may become a second major Islamic Republic. Who knows where can could lead? Who knows if it will even be a better situation than Saddam? One thing for sure, the Sunnis need to bet aken care of or there's going to be a civil war of some kind.
