As far as conducting the war effort, yes and Bill is right. I might not like what Hill, or Dean, or Teddy would do. But that's a completely different issue, isn't it?

It's not an "argument," it's a fact of life. It's that way because of the Constitutional power the President has. Doesn't make any difference who is in office.
