Only the most naive STILL believe he had any meaningful program going. Remind me, please, what was it that he used on the Kurds if not WMD? He had them. No question about that. He blocked UN inspectors. No question about that. Maybe he had gotten rid of them at some point. Maybe he didn't keep harboring the desire for them and the capacity to keep making them. And maybe pigs have wings.
