You seem to remain focused on a head count, which misses the point. So, I doubt you will ever get the point of my proposal. I am ready for a different topic.

And you are ignoring or negating risk assessment, which I thought was the topic, and which has nothing whatsoever to do with criminality. I give up. I don't know what you're trying to say. I'm ready for a different topic, too.
