My position is that if Bush needs new means of listening or spying - a distinct possibility in today's world - he needs to go before Congress and get the authority. Afterall for crimminy sakes, he has a republican senate and house. What has made this country so tremendously successful is the checks and balances. If you give this authority to Bush, you give it to every single president that follows; good, bad, republican or democrate.
