Bush broke the law then lied about it, simple as that. Doesn't matter what Carter or CLinton or Abe Lincoln said or did. The law is clear. They have 72 hours to get a warrant after domestic wiretapping, and B ush not only didn't, but won't even admit he did anything wrong and lied about getting authorization from congress. He also probably lied about it being for Al Qaida cases. If it had been for spying on Al Qaida the court would have bent over backwards to 100% authorize. we have laws in this country for very important reasons. Bush-Cheneya re acting like Nazi dictators. They deserve to be impeached for it.
