Who is short selling PLNI?

You don't think a two year long claims of an almost complete Audit has anything to do with this?

How about 2.3 billion shares outstanding and climing.

Please tell me who is shorting a stock @.0038?

Ameritrade doesn't allow me to short a stock under five dollars so PLNI is way out my range by 1,315 times.

A pro would not mess with a sub penny stock and a dumb amateur would not have the skill. Shorting PLNI would not yield "tens (or hundreds) of millions of dollars" unless you shorted all 5 billion shares to nothing. Do the math.

So your shorting theory is goofy like you and John Hollen.
