You need to have a warning that anyone who signs up with the express intent to spam automatically waives any rights to privacy surrounding their account and that said identifying information will be turned over to the self-appointed SI Stop Spam Society (SSSSS) for appropriate "action."

If you change the behavior of the signup screen frequently you will probably disrupt the scripts used by the freebie spammers for a short time. Bob might be able to write an SQL script to rotate through a sequence of previously defined signup screens.
