"Do you know the process for "attaching" unrelated riders to specific bills? " Yeah, here's the process. Stevens asks his fellow congresstheives in the markup conference (that's where the small, Republican-ONLY group decides what pork they are going to attach to otherwise unrelated bills ) if it's ok. Since all his fellow theives are attaching their pork to that bill or others, they agree. That's why Stevens said that if the ANWAR drilling was stripped, the thing wouold go BACK to conference, and he'd just have it put in AGAIN!
