When Congress is controlled by Republicrooks, it is highly unlikely there will ever be a full and honest investigation of a Republicrook President. Nixon would have been impeached because he had a Democratic Congress, though some of the GOP in Congress in those days were honest folks. Clinton was impeached by a brain dead Republican Congress. True, Andy Johnson was impeached by Republicans, but that was all they had after The Civil War for awhile. Bush will get off scot free, as he has for all his transgressions, all his life. To quote Steve Colbert: "Bush, great President or greatest President ever?"
