Perhaps Bush should have turned the NSA ears towards the FBI? Then we would have known about the Phoenix Memo as soon as the send button was pushed.

Here's the deal...Bush knew that there was going to be an attack. The PDB's clearly had that right. So even when he knows what is coming down...he couldn't do diddly about it. Why? Because terror is like guerilla warfare. A small group of people can wreak havoc and they can do it without detection if they have even half a brain. They have been doing it in the middle east for decades. Timmothy McVeigh did it in Oklahoma, and OBL did it in NYC.

Ok spy...but little good it will do. You can't even keep track of FBI memos!
