If you're talking about a legal term, it's always best to refer to a legal source for a definition.

In this case, that would be Black's Law Dictionary.

Well, for us ordinary folks who look words up in the dictionary, this is what Webster has to say. Surely you can understand the "error."

Just another instance that Orwell was right in his essay "Politics and the English Language."

If we all spoke and wrote Esperanto, we wouldn't have such confusions. It's a much cleaner language with many fewer ambiguities. But English, being and amalgam of several different languages and having evolved dramatically over the years, will never be precise or accurate.

Which ambiguities politicans are more than willing to take advantage of!
