I see. It may have been a semantic issue over the meaning of "role in the career choice of individuals". So your saying, if I dream or aspire to be a terrorist that would be my business alone (or at least it would not be the government's) but if I commit a terrorist act than it is the government's business. Hmm, might be an agreement in substance as well. If I take any steps at all towards planning or preparing for terrorism I think it is the government's business. And in a more abstract sense I think the government has a legitimate interest in keeping people from choosing such a path beyond just punishing people who have committed terrorist acts. Tim
