Huge difference in terms of coalesced power. Government power tends to solidify, and it tends to accrete- especially in larger centers- the power of individuals tends to be more fluid, and less likely to build upon itself. Permanent power structures tend to overwhelm, and become more and more oppressive. That's the difference.
