Why is it so difficult to understand the term wiretaps can have very specific legal meaning? It was true when the President said it and it is true now.

The NSA by the way is part of the Government and in that part of the Government you or the public will never hear discussions about wiretaps. You will not hear about anything. You see they are secret.
