Well, that is an opinion piece of a talking head. First Katrina was a disaster that was prepared for and handled well by FEMA. All of the so called negative news was fiction. No massive loss of life or injury occurred because of any delay by FEMA. All the deaths are really caused by Katrina and the local and individual decisions made just before and during. The levee's brook and all death then again was a function of local and individual decisions made just before and during Katrina.

Some folks were inconvienced by a lack of food or shelter and it did not kill them.

The mess is the chaos of Government. But it does not matter as the economy is growing at 4.1% and that means there is a surplus of logistics in material, manpower and transportation. So it takes a day or two at worst.

The mess cannot really create any problems.
