My only qualifier of it is that Bush is not only going along with this, he is enthusiastically defending it.

That aspect of George W. Bush is probably inherited from the Bush (father) side of the family. The Bush family is really aristocratic in value system (something I am not totally opposed to - Noblesse Oblige et al) and they can always find people that will do things for them so that they do not get their own hands dirty.

The noblesse Oblige part of it didn't rub off on George W, but he has taken to getting others to do the dirty work quite nicely.

My qualifier on this is that even though this is a symbiotic relationship, Cheney is executing his own vision as much as that of his benefactor.

Cheney imo has some anger management issues and is being worked out in some strange ways.
