No President has spied on the very people who elected him without letting an independent agency such as a judicial court know about it.

If Bush wanted to move fast and keep it secret, do you seriously think that Congress is the best place to keep something secret? Or should he gone to a secret court where the judges can be trusted to keep something secret more than a Congressman. This President is an idiot and here is another instance of his idiocy.
