It didn't even start at the state department as Israel was behind the establishment of Hamas, hoping to create an alternative to Arafat.

It actually worked for a time as Hamas built its reputation more for their ground roots efforts to actually help their struggling people in the refugee camps, long abandoned by Arafat, and built infrastructure that Arafat refused them;

somewhere though, it was an idea that just didn't live up to all that was hoped.
