They should but they don't. The Japanese are kind of stubborn when it comes to what is theirs.
Suppose the Brits were still pissed about the loss of the US former British colonies, and considered us enemies. Would have really done both countries a lot of good, right? There comes a time to cut your losses. Let the Russians have the Kuriles. The Japanese attitude is as stupid as the Islam one that says if the Arabs ever held a foot of ground, it is forever Arab. If keeping the Kuriles is costing the Russians a fortune, that's even better!

The Russian hunger for additional land has always been a problem for them.
Smartest thing they did sell off Alaska in due time.

If they hadn't, the Cold War could have been REALLY interesting!
