Powell does not agree with Bush. We all support eavesdropping against actual terrorist suspects, but we already know Bush way beyond that and illegally spied on domestic political opponents. If Bush had been spying only on terrorists he'd have gone to the FISA court and had no problem whatsoever getting as many warrants as he wanted. But he avoided the court. Why? Because he didn't want anyone to know who he was really spying on.

If Bush is like Nixon but worse, that means he was spying on political opponents, the press, whistleblowers, business insiders, whatever he wanted to. Any one of those would make this an impeachable offense.
