the area , st paul, with the bio diesel filter problems.. most likely it is freezing weather, some moisture or substance in bio diesel fuel is crystallizing under freezing temperatures clogging filters.

i remember many years ago a big time problem with diesel engines and diesel fuel filters clog up. what happen back then is diesel would form a wax under severe cold temp.
the alternative is upgrade to diesel special , a straight kerosine or provide more insulation to the filter or some heat in the area of the filter.

oh, this becomes a major problem for diesel medium buyers and home heating where tanks outside are exposed to freezing temps... It got so cold in early 70's that many house holds systems froze up in up state new york.. also new york state police burned diesel med. in their cars and many units broke down on the road.

i expect better refinery of products takes this wax substance out today but bio diesel may need further study.
