Michael Rivero does, not me, and I presume he has good reason to do so otherwise he wouldn't have put it on his website. Three phone numbers of the FBI are, in fact, given on the left hand document and also an address and so, if you query its authenticity, why don't you give them a ring for yourself and find out? I'm sure they'd be interested to know there are people publishing fictitious government documents.
