I think Osama is the puppet for the United States. He has a long history of working with the CIA. The Bush Binladen ties go way back. I think 911 was orchestrated or at least encouraged by the Bush administration. It's quite obvious that Bush has no interest in capturing Osama. I wouldn't assume that another "terror" attack on the United States is off limits. It would likely occur when Bush decides that more fear amongst the American people is needed for him to accomplish his goals.
