DAK, The Emperor of Japan has a dinky one. And going back in history, my favorite was the Empire of Trebizond, which was about the size of Rhode Island. The Byzantine Empire also grew smaller and smaller until it had declined in size from ruling all of Anatolia, Syria, Egypt, Arabia, Greece, half of Italy, Sicily and The Balkans to basically become Constantinople, alone.

Ethiopia wasn't much of an Empire, either.

And, as Voltaire said of The Holy Roman Empire, it is neither holy, nor is it Roman, nor is it an Empire. But that was only because the Emperor severed his allowance as court wit. Hell hath no fury like a wise man whose rice bowl is broken.
